ima noob when it comes to running a server and i got it all set up and everything i gave some guy the link and he said that it was some type of local address where only people in my network can see and i want to runa server for every1 around the world ...

If you want it to be public you must portforward, Please google it for more info

i know how to forward ports but what do i put in incoming outgoing? it should have some type of port going towards samp but idk where to find the ports

first the ip address that you are giving him is either 127.0.0.1 or starts with 192 those are local address' 127 is local machine and 192 is for machines that are directly connected to your comp via router.

The ip you need is your external ip address... go here to find it www.ipchicken.com

then take that ip and then add a : and your port and that is your server address... but if you are working on a router you will need to forward your port for more info on port fowarding you will have to google it

I suggest using :7777-8000 for hosting SA:MP servers.

Actually, you coud use whatever ports you want to.
