It's his right if he wants to script it or not... and he can charge if he wants to, read how it was an optional choice.

When I attempt to load the script and play it their is no login screen it just has two arrows and says spawn.

I'm proud to announce that I, along with a couple of others, will be restarting a new kind of roleplay server.

I have spent a vast few months changing up the systems and ironing out the bugs, the script has moved to Las Venturas now but is still currently in BETA.
