[09:15:59] Script[gamemodes/stunt.amx]: Run time error 19: "File or function is not found"
[09:15:59] Number of vehicle models: 0

And don't tell me to update my plugins, they are up to date, and it's a windows server.

Any help would be nice

Go into your server.cfg and on the bottom line type this out.

Update your streamer plugin and include, and recompile all used scripts.
