I need help fixing BUGS on my server!!

Well i want to learn how to fix these bugs so please help me.

First and most annoying bug i have.
For some reason the ID's on the server are stuffed up. the IDs that are working are 0, 1, 2, but 3 and the rest are stuffed.
E.G
If i type /pay 0 1000 it works
but
If i type /pay 3 1000 it pays someone else and not the player i want to pay.
Can someone please tell me how to fix it and why it is happening?

Last Bug

The pizza boy job on my server is stuffed up for example, say i get the pizza boy job and join it and now i am a pizza boy, then i go to get some pizza by typing /getpizza, when i type that the whole server stuffs up, every one can not use there commands.
E.G
Someone type /getpizza at the stacking spot
then
Someone needs help with commands so he type /help but when he types that it does not work, no command works.
How can i fix this and why is it happening?

Give us the code.We can't help without you show the code of the problems.Just dont tell me your using NGRP Script...

Bad, once you Fuck up something in that script, takes you weeks to fix and rescript
