Default Lag Spike

It, seems to be that i get around 50-60 fps in game, for about 1 minuet anyway, then.. i go down to 3 fps for about 10 seconds , this is really starting to pee me off... I can run every other game lag free, and gta isent that much Gfx/cpu taking. i get 4-10% CPU when playing it. But i have no clue? all my options are on low, when i put on high same fps 50-60 then down to 3. So my computer can handle it, but there is something causing that?

Also other people find it annoying :P if I'm driving in front i lag, then i go inside them >.<

Also, no matter what resolution i have still doesn't help.

Does that happen on any server, if so try /fpslimit 100 maybe, that will solve the problem.
