this usually happens when your code is outside.
I mean outside of the brackets.

just make sure that it's "inside" somewhere


like in OnGamemodeInit
public OnGameModeInit()
{
AddPlayerClass(167, player_x,player_y,player_z,player_angle, 28,100,16,5,28,100);
