Something simple.
public OnPlayerTakeDamage ( playerid, issuerid, Float:amount, weaponid, bodypart ) {

PlayerPlaySound(playerid, 1095, 0.0, 0.0, 0.0);
PlayerPlaySound(issuerid, 1095, 0.0, 0.0, 0.0);
return 1;
}
