This is wrong, you should use SetTimerEx instead of SetTimer, you are missing the playerid so by default is going to give playerid 0 always.

You should change the variables to check the remaining time left for each player, example: iOffroadraceclock change it to iOffroadraceclock[MAX_PLAYERS], also showing where this timers are started...

I believe GetPlayerHealth doesn't return the health, that is why we have a (playerid, Float: health) parameter, it stores the players health in that var.
