You're still defining Dialog ID's that's why, personally i store Dialog ID's in an enum, so you never have to check numbers ever again

Fixed, simply just an ID bug, I was adding 1 extra ID number on my Integer Value by accident, sorry for spam.

file names are not licensed, as long as the contents are pure creation from yourself and/or your own team of scripter(s) you wont need to ask for any permissions, but out of curiosity... what file...

Strange, you should try checking the player is connected, do some prints into console when they spawn, print their playerid into console, what includes are you using? plugins?
