No. The user is constantly receiving new data that tells them the location, name, etc of players streamed in (I think, not sure) to them. "Hacking" tools are able to receive that data by reading...

Just use MAX_PLAYERS for the size. It doesn't have to be the exact size of the players currently online.

If you want to keep using the custom function to gather names, you could use:

new playersName[MAX_PLAYERS][MAX_PLAYER_NAME];

I don't even have GTA installed anymore so I can't test it. If you say it doesn't work, provide your OnPlayerUnfairPlay callback and the top part (defines) of the include and tell me what doesn't...
