% divides PlayerInfo[killerd][pKills] by 15 and gets the remainder (http://en.wikipedia.org/wiki/Remainder)
if(!(PlayerInfo[killerd][pKills] % 15)) is the same as: "If remainder is 0 then"

я же уже сказал.. перефразирую: не пользуюсь мидостримом потому что
он медленнее работает, менее удобный, менее функциональный
я не вижу ни одного преимущества у мидострима.

измени просто дефолтный distance в streamer.inc в этой строчке:

мидострим хорош, пользовался им пока не появился плагин от инкогнито) ибо он быстрее работает, более удобный, более функциональный (уже 100500 раз об этом говорили, но всё же)

The number corresponds to the size of the stack and the heap in cells. In short (as I understand) it's the amount of memory you need for your script

Put at the very top of the script:
#pragma dynamic 10000
Or a greater value, if 10000 is not enough. For ex. 15000

There is no such a function. You need to destroy and then recreate the vehicle with a new model id

No, garages are not related to enexes. Remember skyscraper in LS? It teleports you to the top, if you are on a bike for example < This is what I call 'vehicle enex'
