while (IsPlayerConnected(rand)) should be while (!IsPlayerConnected(rand)) otherwise it would be infinite or return a false ID.

You may be calling SpawnPlayer after a few checks under OnPlayerSpawn, what this could be an infinite loop is that:

OnPlayerSpawn called ==> SpawnPlayer ==> OnPlayerSpawn called ==> SpawnPlayer...

No it's not, even without seeing the function, as the command itself is pretty much fucked up and does nothing.



You are sending the message the player ID "-1", so it's normal that you aren't...

Assuming that your two languages function accepts 4 arguments (previous usage, no warnings) then you should remove the last value "true" which has nothing to do in there.
