Files are not downloading if you are alt-tabbed. I think that you can copy files to local folder.

Download should work if you are alt-tabbed, noone would like to watch 15min download. Compression and bulk download is needed.

Yes, for animated objects you need ifp definition, collision is static, also their number is limited, you can only add 2 more anim. objects.

There should be option for bulk compressed download. It will speedup the process and save bandwidth.

Use Crashdetect plugin, and compile your gamemode with -d3 params for detailed debug information. It will show you warnings/errors which are blocking command from being executed....

You are not right, objects and vehicles work differently. For vehicles there is global limit of 2000 and it can't be by-passed.
For objects that can be streamed at once there is limit of 1000, so...
