make sure you are in a vehicle, like MrAuto said, onfoot works only if the player has selected the JOYPAD configuration and I think that not many players did.

you used %f although it is an integer, so use %d instead

the effect time is determined by "max_blind_time_ns", dividing it by x like you did in the else clause should work just fine although...
