SetVehicleToRespawn works on trains. If the respawn delay in AddStaticVehicleEx doesn't work you could set a timer when the vehicle becomes unoccupied then use SetVehicleToRespawn.

You haven't compiled the buildings.pwn filterscript and loaded it. All filterscripts included in the package complement the gamemode in one way or another and should be loaded.

It won't work because the player has already left the vehicle so GetPlayerVehicleID will return 0. Try the same method but in OnPlayerExitVehicle.
