The way you save and load is completely wrong. Vehicles IDs are always different, you need to have a static ID for the vehicles where you can save and load by them.

I already debugged it, the gPlayerAmmo sometimes is less than the real ammo for like 100 .. I assume the issue is not from the GivePlayerWeaponEx function, it's something to do in OnPlayerWeaponShot....

If you look at the video, you will see that you had 5 ammo before you spawn the cheated ammo, and after you shoot 5 ammo while you have the cheated ammo it removed the weapon.

I still can't find out an effective way to get this done, I tried OnPlayerWeaponShot, OnPlayerUpdate, repeating timer, Abyss's include. I really can't find out anything working effectively, hackers...

You don't have to make another thread for each update. But as Jayse said, sockets is the best way to make this kind of SCPs.

I have improved it a little bit and removed some stuff that I already have in my gamemode, I will test it and share what happens here.
