Thats the only issue you are getting
Remove the YSI/y_commands and your ZCMD will work perfectly
You are using 2 command processors and thats the only issue

i don't have any strcmp on public OnPlayerCommandText, only that /mycommand thing, never changed

You're probably using two command processors (which is what I said a few posts back).
EDIT: Okay, nevermind, saw your new post. Ignore my strcmp thing (I just assumed you put his code in there)
Make sure your sscanf is right though.

 if(sscanf(params, "ui", TargetID, SkinID)) return SendClientMessage(playerid, COLOR_GREEN, "Syntax: /setskin <playerid> <skin id>");
u = user
i = integer

TargetID = user
SkinID = integer

Why would you use uds[30] if you don't have a string in your args? Yeah, puzzles me too :/

Yeah my bad sorry for that i just wrote that without seeing.
Anyways i told him the issue and issue is y_commands he is using 2 commands processors which is the problem

haha! It worked! removing #include <ysi\y_commands> worked perfectly, +1 rep if it's possible
