It's hard to compete with other RP servers, especially those that have been running for a good few years now.

Not really.

BTW, the only thing you can do is make a realistic economy. I have seen that there are many ways to earn money but less ways to spend them, creating more purchasable stuffs might help.

Realistic/Different Jobs, all you see is Arms Dealer, Bodyguard and Street Sweeping, Trucking and Pizzaboy, we need something else, I remember seeing a job on a server one time, it was absolutely brilliant, forgot the server name, but you basically had to use a forklift, put these crates on your truck, then drive the truck somewhere, and then delivering the crates, like you were stealing in the Ryder Mission, Progressive rewards from jobs, make the job's processes more input involved, we just see checkpoints nowadays. "Goto X to collect X" "You collected X for $X" "Deliver X to X" "You delivered X and gained $X", and its hard to get out of this loophole and players already know when they join an RP Server that the jobs are going to be like that, so catching them offguard always makes them more interested and get hooked on it.

Hooking a player requires their attention, their attention requires Unique features, unique features require using your brain and diving deep into every aspect, your login screen for example, check my one out its a small change from just seeing the pier but its like "wow this is different, wheres the NGG Login Screen"

Keeping a game interesting and making the players come back is a struggle among even the biggest of gaming companies, you'd look like huge AAA games that suffer from the same thing, big worlds and so little to do, you can draw inspiration from some of the games that get this aspect right, just look at GTA:O, it's not the perfect game by any means but it keeps players coming back, why? Because a Rockstar Games games are built with side activities in mind.

You could make some real things in it so they will be spend on it.

Some Suggestions (Real Life)

1. Electricity Bill / Water Bill
2. Telephone Bill & offer phones to players
3. Clubs , Bars , Resturants
4. vehice repairs
5. Trade License Fee and other legal fee for business.
6. Radars Fines
etc etc.
