It wont let any players join your server, because the server keeps thinking that there are players connected. That is why the "Server is full" message will appear, you could simply change the "messageholelimit" to a smaller range. So the joining IP address will timeout quicker, therefore allowing players to actually join.

It's a paid ddos attack, another server I have been on was having the same problem. Simply changed the "messageholelimit" so they timeout quicker. Players can now join perfectly fine.

Changing the "messageholelimit" is done through rcon allowing players to actually join.

Messageholelimit is what you want, try dropping it down to 2500, possibly 2000 and give that a shot.
Just read up on it, the lower the messageholelimit, the less likely attacks are.

I'm using Messageholelimit as it is (3000) since server was up 6 months ago and attacks like that was just 4 days ago

I just told you how to block them easily. I blocked over 4,000 IP addresses already and I did it all under a hour.

Why block it? seems pointless giving the fact that each IP is actually different. Just let them connect, but make sure they timeout quicker. This solution worked for me.

This solution won't work if you have a large server with players globally who have packet loss once in a while already unless you feel like constantly dropping them as well.

You can't block those IP's. They are fake and random.

If you're using the plugin they're no-longer spoofed.
