Default Client stuck at 60fps (forced vsync)

Title is self explanatory. Something is forcing my SA-MP to run at 60fps instead of the 100fps limit. I have no idea what's causing it.

I'm sure it HAS to be something forcing vsync and not just a simple 60fps limit because there's no screen tearing whatsoever.

If someone has any idea what could be causing this, I'd appreciate help.

To clear up the first 4 obvious things people will suggest

- Yes, frame limiter is disabled
- No, it's not force-enabled on the NVIDIA Control panel
- No, changing between windowed and fullscreen doesn't change things
- No, it's not caused by a mod (I only have SilentPatch.asi and Project2DFX)

System information just in case:

Windows 10 Home v1903
i7 7700HQ
GTX 1050

Update bump, attempted disabling fullscreen optimization from compatiblity options, didn't help either
