Default Suggestions - How to start coding a RolePlay GM

Hy guys,
first of all I'm not searching scripters to do a RPGM for me, I just want to open this topic to discuss how to build from scratch a RPGM.

Since I haven't coded a RPGM yet, I want to discuss with sa-mp forum community how to do that, maybe this topic would be usefull for who like will want to create his own RPGM or any other type of GM.

So let's start, to me to start coding a new GM from scratch should be coded first:
-Server side anticheat (so we will not have problem to code other systems like vehicle system ecc ecc)
-Chat system or/and dialogbox based on textdraws to well manage in game texts (ex. press F to buy this house ecc ecc)
-Any other scripts that can be usefull for the GM but it doesen't require a save/load functions (like burnout system, or any script can fix a bug or can be usefull for coding GM such as freeze function ecc ecc)
-After this step to me is usefull how complex you will make the gamemode (house system with or without saving guns system for ex)
-code each system dynamically.
